The Odisha Public Service Commission (OPSC), Cuttack has released Notice No. 5015/PSC dated 03.09.2026 regarding the engagement of Scribe facility for Persons with Benchmark Disabilities (PwD) appearing in the Odisha Civil Services (OCS) Main (Written) Examination 2025 (Advt. No. 05 of 2025-26). The OCS Main Examination is scheduled to be held from 29 October 2026 to 07 November 2026. Eligible PwD candidates requiring a scribe must submit their details in Appendix-II along with medical certificates by email to OPSC on or before 17 September 2026.

Scribe Eligibility Categories
| Automatic Scribe Eligibility | Candidates with Blindness, Locomotor Disability (both arms affected - BA), and Cerebral Palsy are automatically allowed a scribe. |

Compensatory Time Norms
- PwD candidates using a scribe or with physical writing limitation are entitled to Compensatory Time of 20 minutes per hour of the examination duration.
Mandatory Documents for Scribe Submission
- Duly filled and signed Appendix-II (Letter of Undertaking for Using Own Scribe) mentioning candidate’s PPSAN, Roll Number, and Date of Birth.
- Appendix-I Certificate: Medical Certificate regarding physical limitation to write (for categories other than Blindness/BA/Cerebral Palsy).
- Valid Disability Certificate (UDID Card) showing benchmark disability of 40% or more.
- Self-attested copy of the Scribe’s highest educational qualification certificate/marksheet (Scribe’s qualification must be one step below candidate’s qualification).
- Self-attested Photo Identity Proof of the Scribe (Aadhaar / Voter ID / Passport).
- Recent passport-size colour photograph of the candidate and specimen signature of the Scribe.
How to Submit Scribe Details to OPSC by 17 September 2026
- Visit the official OPSC portal: www.opsc.gov.in.
- Download Notice No. 5015/PSC (Scribe Notice - OCS Main Exam 2025) containing Appendix-I and Appendix-II formats.
- Print and fill the Appendix-II Undertaking with accurate candidate details and scribe particulars.
- Attach the medical certificate (Appendix-I, if applicable), disability certificate, scribe’s qualification proof, photo, and signature.
- Scan all filled and signed documents into a clear PDF file.
- Send the complete document set via email to:[email protected] with the email subject: “SUBMISSION OF SCRIBE DETAILS FOR OCS MAIN EXAM 2025 - PPSAN: [Your PPSAN]”.
- Ensure the email is sent on or before 17 September 2026 (positively). Late submissions will not be entertained by the Commission.
